Rachael Ratliff, MSW
Rachael M. Ratliff, MSW, is a Program Administrator with the Kentucky Department for Behavioral Health, Developmental and Intellectual Disabilities. She brings over 20 years of experience in child welfare, family trauma, and substance use disorder, with a deep focus on the impact these issues have on families and children.
Rachael supports administration of Plan of Safe Care regional collaboratives through Community Mental Health Centers that aims to develop a multidisciplinary network of community partners to support integrated and coordinated services for families affected by substance use, particularly individuals who are pregnant and parenting, their children, and family members.
Her career reflects a deep commitment to systems-level reform, trauma-informed care, and collaborative approaches that strengthen families and communities. Rachael holds a Master of Social Work from the University of Kentucky and is a passionate advocate for recovery-oriented, person-centered public service systems.
