Jonathan E. Philpot is Program Administrator for the Kentucky Recovery Housing Network (KRHN), where he oversees the state’s recovery housing certification program. Since launching the program in 2020 with eight initial applicants, he has guided its growth to more than 350 certified recovery residences across Kentucky. His work includes evaluating residences for certification, providing technical assistance, managing compliance processes, and investigating complaints related to both certified and non-certified housing.

Philpot previously served as a legislative policy analyst and bill drafter for the Kentucky General Assembly and spent over a decade adjudicating disability claims for federal and state agencies. He holds an M.A. in Folk Studies from Western Kentucky University and a B.A. in English with a minor in Appalachian Studies from the University of Kentucky.
