Amy Payne is the Founder and Executive Director of the Victory Hill Dream Center in Scottsville, Kentucky, a rural recovery community center dedicated to supporting individuals and families impacted by substance use disorder. With a passion for meeting people where they are, Amy leads efforts that combine peer support, harm reduction, and community connection to create a place where people can find hope, support, and practical help.

Drawing from lived experience and years of work in recovery and discipleship, Amy is dedicated to reducing stigma and building bridges between individuals, families, and community partners. Under her leadership, the Dream Center has become a trusted resource in the region, offering recovery support, outreach initiatives like Hope Bags, and pathways to treatment and stability.

Amy also serves as Discipleship Pastor at Victory Hill Church and is deeply committed to serving her community through compassion, consistency, and collaboration. She believes every community should have a place where people can go for help—and someone who knows their name when they walk through the door.
