ForwardEnhancing Risk Reduction Services Through Alcohol and Other Drug Entity Licensure
Originally presented live at the 2026 Kentucky Overdose Prevention Summit.
Michael Nix, MSW, LCSW and Sara Shouse, TCM will provide an overview of Alcohol and Other Drug Entity (AODE) licensure within the context of public health department-led harm reduction programs, explaining how licensure enables departments to expand services including syringe exchange, naloxone distribution, peer support, linkage to treatment, and community health workers. The session will cover how AODE licensure allows direct Medicaid billing for substance use-related services, reducing reliance on grant funding and increasing program stability. Presenters will discuss how licensure facilitates integration with behavioral health networks and enhances credibility with stakeholders, positioning public health departments as legitimate providers in the continuum of care. Attendees will receive a practical roadmap for pursuing AODE licensure and will learn from the Kentucky River District Health Department's experience implementing this model.
