2025 HRS: Naloxone Distribution from the Ground Up a Local Approach to Saturation

Healthcare teams lack awareness and knowledge about harm reduction services, including 1) prevention and response efforts, 2) available resources, 3) promising practices, 4) disease testing and prevention, 5) addiction and recovery services, 6) local and state partnerships, and 7) the current status of the drug overdose epidemic.

Individuals seeking help face significant challenges, including transportation barriers, the inability to leave work without risking job loss, and responsibilities for children, pets, or other dependents. Navigators responsible for linking clients to care also encounter obstacles, such as clients having more immediate or pressing needs like housing or employment, a brief window of time when clients are ready and willing to seek help, and the lack of readily available information on clients' accessibility needs in existing programs.

Online resources play a critical role in addressing these challenges by offering flexible, accessible support options that can bridge the gap between immediate needs and long-term care.

Target Audience

The target audience for this conference includes physicians, nurses, social workers, public health professionals, certified alcohol and drug counselors, community health workers, licensed professional clinical counselors, adult support counselors, and target case managers.

Learning Objectives

Upon completion of this learning activity, participants will be able to:

  1. Apply social-ecological modeling to focus distribution efforts on populations most likely to witness an overdose.

  2. Analyze local disparities in overdose mortality and evaluate the importance of using both top-down and bottom-up approaches.

  3. Implement evidence-based strategies for active overdose education and naloxone distribution (OEND), including community events, opt-out hand-to-hand distribution, First Responder Leave Behind, post-overdose response, and secondary distribution.

  4. Integrate best practices for passive OEND strategies, including mail order, vending machines, emergency response boxes, and kiosks, into existing public health and community initiatives.

Chris Smith Chris Smith, BSN, RN
Overdose Prevention Program Manager
Kentucky Department for Public Health

Chris Smith, RN-BSN is the Overdose Prevention Liaison at the Kentucky Department for Public Health, seconded to the Department by Vital Strategies.
Working as an Emergency Medical Technician and a Registered Nurse in rural and urban Kentucky, he saw first-hand the limits of stigmatized approaches to the harms associated with substance use. This led to his career transition to public health and harm reduction. Working closely with people who use drugs in a Syringe Service Program, he learned to center lived and living experience in health promotion and to advocate for evidence-based interventions based on Harm Reduction principles. Chris is proud to be working with the KDPH Harm Reduction Program, sharing these strategies across the Commonwealth. In this role, he manages the statewide naloxone access portal FindNaloxoneNowKY.org, while working strategically with government partners and community-based organizations to develop and coordinate Overdose Education and Naloxone
Distribution across the commonwealth.
