Empowering Resilience: How the McKinney-Vento Act Works to Prevent Overdoses in Students Experiencing Homelessness

Zachary Stumbo, PhD will open with statewide data on homeless youth in Kentucky and the relationship between housing instability, educational disruption, and substance use and overdose risk. The session will explain key provisions of the McKinney-Vento Homeless Assistance Act and describe how educational access and stability serve as protective factors. Participants will learn how McKinney-Vento identification and support services intersect with substance use prevention, mental health access, and community-based care. The presenter will showcase successful Kentucky initiatives aimed at increasing graduation rates and reducing barriers for homeless students, and will discuss how McKinney-Vento implementation can complement public health overdose prevention strategies. The session will conclude with actionable collaboration strategies for Health Navigators, Recovery Coaches, and Public Health Educators.
