Plan of Safe Care: The Collaboratives Approach to Regional Support and Services for Pregnant and Postpartum Persons

Originally presented live at the 2026 Kentucky Overdose Prevention Summit (Louisville, KY). The presenter provides an overview of the Plan of Safe Care (POSC) framework and its origins in the 2016 updates to the Child Abuse Prevention and Treatment Act. The session describes Kentucky's delegation of POSC systemic response to the Department for Behavioral Health, Developmental and Intellectual Disabilities, and the model of regional collaboratives operated through contracted community mental health centers. Participants learn about the intersection of substance use, trauma, and adverse childhood experiences in this population, and the importance of multi-disciplinary community networks to support integrated, coordinated services for pregnant and parenting individuals, their children, and family members.
